Who is stronger Harkon or Miraak?

When it comes to lore, Miraak has the upper hand, since he has two deities behind him – Hermaeus Mora and (technically) Akatosh, while Harkon only has the backing of Molag Bal. Both are technically immortal and can’t die by normal means, but Harkon is really just a powerful but otherwise standard vampire.

Can you defeat Miraak with Bend will?

With the three words of the Bend Will Shout, you will now be able to tame Dragons both in Skyrim and the island of Solstheim. Defeating Miraak will allow you to absorb his soul, or rather all three Dragon souls he absorbed during the fight.

He enslaved or killed people who opposed him and was taken down by another Dragon Priest and thier dragons in a duel that changed the landscape of Solsthiem. He’s a great guy, aside from the whole enslaving an entire island thing.

(Theoretically) In a lore sense of course not game wise. Lets just say that the Dovahkiin that we all know and love, for some reason died or.. Vanished or something, before he could defeat Alduin. With that being so, Miraak returns to Nirn unopposed but of course Alduin arrives to devour the world at some point.

An immortal, undead, nocturnal 25-ish year old. As for Harkon, he looks either on the bad side of his forties, or the good side of his thirties.

Does Paarthurnax know Miraak?

Yes. They seem to be scholars of the dragon blood, and even if they don’t know his name, they would know of his existence, though perhaps only in a speculative sense. We don’t hear about him because that’s is yet to happen as Retcon.
