Yes even with the choke on, clogged pilot jets can cause a stumble on throttle. Recommend you pull the tank off and replace all your fuel lines with clear so you can see if there is any debris (the black hose tends to flake off on the inside with age, causing blockages). Add a clear inline fuel filter as well.
